A licence is not the same as an operating business

Abu Dhabi's economic authorities want to judge investment facilitation by the time between a decision to invest and the start of actual operations, rather than by the speed of issuing a single licence. Ahmed Jasim Al Zaabi, chairman of the Abu Dhabi Department of Economic Development, outlined that approach on 14 October. The distinction matters for investors because a company can be registered while still waiting for premises, utilities, customs approvals or sector-specific permissions.

The announcement describes a policy direction, not a published service guarantee for every business. No common median number of days from initial application to trading was supplied. An effective reform programme would measure each stage separately and report the distribution of completion times, including applications delayed by unusual requirements.

Customs offers an unusually concrete benchmark

The official account says pre-arrival customs clearance represented 47% of transactions in 2023, 72% in 2024 and 89% in the first half of 2026. That is a 42-percentage-point increase from the 2023 share, not a 42% increase in cargo volume or a 42% reduction in clearance time. The share of transactions processed through direct system integration also rose 23.5% year on year.

Pre-arrival processing can help importers prepare declarations and identify exceptions before goods reach the border. But a high pre-arrival share does not automatically prove that physical inspection, last-mile transport or release at every entry point is faster. The next useful metrics would include median release time, variability by product category and the proportion of consignments requiring manual intervention.

TAMM is being used to connect investors with government assets

The Department of Municipalities and Transport launched a Government Asset Investment service through the TAMM platform on 29 September, according to the same official release. It is intended to take investors from expressions of interest and bid submissions through award and contracting for government land and assets using standardised templates.

That digital chain could reduce duplicated paperwork and make investment opportunities more visible. Its effectiveness depends on the quality of asset information, competitive tendering, timely decisions and contract execution. A portal launch is an administrative milestone. Signed agreements, occupied sites and operational projects would provide stronger evidence that the process is generating productive investment.

The economic base is growing, but causation is unproven

The release cites non-oil activities accounting for 54.7% of Abu Dhabi GDP in 2024. It also reports that new economic licences increased 21% in the first quarter of 2026, after a 29% increase during 2025. These figures refer to different periods and measures. Neither establishes that recent procedural reforms caused the expansion, or that every newly licensed company began operating.

Abu Dhabi competes for investment with other Gulf business centres offering free zones, logistics access and specialised regulation. For manufacturers, utility connections and workforce permissions can be decisive. For financial or technology companies, licensing certainty, data rules and access to customers may matter more than the headline registration time.

The operational scorecard investors should demand

A credible public scorecard would distinguish application approval, physical site readiness, first customs transaction, first invoice and sustained employment. It would also show sector differences and the number of applications that stall. Faster approval is valuable only if standards, transparency and equal access are preserved.

The emirate has produced one clear operational indicator in customs and an identifiable new investment service. Its larger ambition, to become a benchmark for the speed of establishing and operating businesses, remains to be demonstrated through end-to-end results. Investors should ask for those measures when comparing Abu Dhabi with alternative locations.
