Saudi Arabia's first defence-focused venture fund is trying to expand from a $100 million ceiling to $150 million while shifting more attention toward unmanned surface and underwater systems. The venture model is designed to import capability faster
MASNA is seeking partnerships with established defence manufacturers and high-growth technology companies, then producing connected and autonomous systems in Saudi Arabia. A separate anti-drone venture using US hard-kill technology is planned.The approach fits a wider localisation programme. Localisation has several depths
Assembly creates jobs and shortens delivery lines. Maintenance and software access create operational resilience. Design authority, test capability and control of upgrades create a sovereign industrial capability. Those outcomes should not be grouped under one localisation percentage.Venture capital can move faster than a traditional prime-contractor programme because it finances smaller teams and joint ventures before a full platform requirement is settled. The durable return will come from systems that can be maintained, modified and integrated locally, not from the number of foreign partnerships announced.
Capital approval is only the starting point
Watch the Capital Market Authority decision, disclosed portfolio companies, Saudi engineering headcount and the ownership of source code and intellectual property. Field trials should precede claims of operating capability.If the fund can turn urgent procurement into reusable design and manufacturing competence, it will demonstrate a model for defence localisation that is broader than state-owned primes.
