Gulf Cloud Regions Status: AWS, Microsoft, Google and Oracle Across the GCC

Hyperscale cloud regions are now part of the Gulf's core business infrastructure. Governments want local data residency and AI capability, while companies want lower latency, resilience and access to cloud services without moving regulated workloads abroad.

The status of a cloud region matters more than the original announcement date. Gulf Business Review therefore classifies regions as operating, formally scheduled or announced rather than treating all commitments as live capacity.

AWS has the clearest operating GCC footprint

AWS operates Middle East regions in Bahrain and the UAE, each with three availability zones. It also lists a Saudi Arabia region as coming soon.

That gives AWS an established two-country operating base while leaving Saudi Arabia as the major next GCC expansion point.

Microsoft's Saudi launch is now date-specific

Microsoft's Saudi Arabia East region has moved from a broad Q4 2026 timetable to a stated November 2026 customer-availability date. The region will have three availability zones in the Eastern Province.

A date-specific launch makes it possible to distinguish commercial readiness from earlier policy and investment announcements.

Why Google and Oracle need to be tracked separately

Google Cloud and Oracle have built their Gulf footprints through a different mix of markets and region structures. Comparing them requires checking each provider's current region catalogue rather than assuming every country with a sales office has local cloud infrastructure.

GBR will keep the tracker provider-specific and update the table when a region changes status or when a hyperscaler announces a new GCC location.

Cloud regions are not the same as AI campuses

A public-cloud region offers a service catalogue across enterprise workloads. A dedicated AI campus may be optimised for training and inference at much higher power density. Both matter, but combining them into one capacity number obscures what customers can actually buy.
