Gulf data-centre announcements increasingly use megawatts as shorthand for scale. The number is useful only when the underlying definition is clear. A 1GW campus vision, a 200MW first phase, a 100MW block under construction and a smaller amount of commissioned IT load can all describe the same development at different stages.

IT load is the closest measure to usable compute capacity
A facility's total electrical connection includes cooling, power conversion and other building systems. IT load refers more directly to the power available to servers and accelerators. Providers do not always disclose the same measure, so apparently comparable headline figures may not be equivalent.
Where a source does not define the capacity measure, the safest approach is to preserve the company's wording rather than convert it into a regional total.
Nested phases create the biggest double-counting risk
Large campuses are commonly developed in phases. If a 100MW phase sits inside a 360MW first stage that itself sits inside a larger site ambition, adding all three figures would count the same project more than once.
GBR therefore treats capacity as a status field rather than a single league-table number. The project can move from announced to contracted, under construction, energised and operating as evidence changes.
