Saudi Arabia Data Centre Investment: The Projects and Players to Track

Saudi Arabia is turning AI policy into a physical infrastructure programme. The buildout includes national AI company HUMAIN, specialist data-centre developers, hyperscalers, new cloud regions and large industrial sites with access to power and land.

The danger is double counting. A project can be described through a long-term campus target, a first phase and a smaller block currently under development. Those figures describe nested stages, not three separate assets.

Oxagon is the clearest project to follow stage by stage

HUMAIN and DataVolt have disclosed a 100MW development within a wider first-phase plan at Oxagon. The wider campus ambition is larger still. That makes the project useful because readers can follow it from announcement through construction, energisation and eventual customer use.

A project should only move from pipeline to operating capacity when the developer confirms that the relevant infrastructure is commissioned and available for workloads.

AWS is building a separate platform

AWS's Saudi investment includes a cloud region and additional AI infrastructure work with HUMAIN. Those commitments should be tracked separately from DataVolt's Oxagon campus because they have different sponsors, service models and delivery milestones.

Cloud-region investment also includes networking, software and service infrastructure, so a dollar figure cannot be converted mechanically into megawatts.

The next useful dataset is execution

The most important fields now are project stage, power connection, construction start, equipment installation, commissioning date and disclosed customer use.
