The Gulf AI-infrastructure market is not one operator category. Physical developers such as Khazna and DataVolt build and operate facilities, global hyperscalers sell cloud services, sovereign-backed technology groups coordinate compute programmes, and utilities determine whether projects can be energised at the required scale.
Understanding those roles makes project announcements easier to compare and reduces the risk of counting one partnership several times as though each participant owned separate capacity.
Physical operators sit closest to land, power and cooling
A data-centre operator or developer is responsible for the physical asset layer: site development, electrical infrastructure, cooling, security and customer-ready space or capacity. Khazna in the UAE and DataVolt in Saudi Arabia are prominent examples in GBR's current project database.
Their economics are different from a software or cloud platform even when the same campus hosts cloud or AI workloads.
Hyperscalers sell services rather than simply megawatts
AWS, Microsoft, Google and Oracle operate or plan cloud regions across Gulf markets. A cloud region includes software services, networking and operational architecture on top of physical data-centre capacity.
That is why cloud-region investment should not be converted mechanically into a megawatt estimate unless the provider discloses the physical capacity directly.
