Stargate UAE is one of the clearest examples of artificial intelligence becoming national infrastructure. OpenAI announced the Abu Dhabi project in May 2025 as the first international deployment of its Stargate platform, alongside G42, Oracle, Nvidia, Cisco and SoftBank.
The headline ambition is a 1GW AI campus. That figure is important, but the first analytical rule is to separate the campus ceiling from the capacity that is actually contracted, built, energised and filled with computing hardware.
A gigawatt-scale campus changes the economics around it
At gigawatt scale, an AI campus is not merely a technology asset. It becomes an electricity, transmission, cooling, construction and land-use project. The supply chain extends from accelerators and networking equipment to substations and long-term power arrangements.
That gives Abu Dhabi a potential advantage because the UAE can coordinate sovereign capital, infrastructure planning and strategic partnerships more directly than many fragmented markets. The same concentration also raises the importance of governance and capital discipline.
The first 200MW matters more than the final 1GW headline
For project tracking, the initial deployment phase is the more useful milestone. Large campuses are often built in modules, with later phases depending on demand, equipment availability and power infrastructure.
Commissioned megawatts therefore provide a better measure of delivery than the full planned campus size. The same principle should apply across Gulf AI projects, where long-term capacity figures can otherwise be mistaken for assets already in operation.
Our view: the UAE is trying to own the infrastructure layer, not only adopt AI
Gulf Business Review's view is that Stargate UAE is strategically significant because it aims to place frontier-scale compute inside the country rather than relying entirely on imported cloud capacity.
The project should be judged on energised capacity, deployed chips, customers and utilisation. If those follow the announcement, Abu Dhabi can become a genuine international AI infrastructure node rather than simply a source of capital for AI companies elsewhere.
