HUMAIN and DataVolt have moved part of their Oxagon AI infrastructure programme from announcement into construction, saying 100MW of capacity is now under development within a 360MW first phase at NEOM's industrial city on the Red Sea coast.

The distinction matters because Gulf AI infrastructure has been dominated by very large future capacity numbers. A project under development provides a stronger delivery signal than a memorandum or a multiyear target, even though 100MW under development is still not the same as 100MW operating.

How the 100MW fits into the wider Oxagon buildout

DataVolt describes the 100MW now under development as part of a 360MW first phase, while the wider campus has larger long-term ambitions. These are nested stages of the same project, not separate blocks of capacity that can be added together.

For investors and suppliers, each figure describes a different level of execution. The 100MW refers to capacity currently under development, 360MW describes the planned first phase, and the larger campus target belongs to a longer-term buildout that still depends on future construction and commissioning milestones.

The location is significant because Oxagon is intended as an industrial and logistics centre rather than a standalone technology park. Large compute projects need power, cooling, fibre, construction capacity and equipment supply chains, so the surrounding industrial system matters almost as much as the servers themselves.

For Saudi Arabia, the commercial test is whether sovereign-backed AI investment produces infrastructure that attracts durable workloads and customers rather than only headline capacity.

The next test is commissioning and customer use

The project will become more informative as the partners disclose procurement, power systems, commissioning milestones and the timetable for bringing capacity into service. Those operating details will show how quickly the announced investment becomes usable compute.

For now, the most accurate description is 100MW under development rather than operating capacity. The commercial case strengthens when energisation, hardware deployment and customer workloads begin to follow the construction programme.
